This will describe the surface data files. 
Examples would be details on the instruments used to get GPS locations 
e.g. Garmin eTrex or Trimble differential GPS.
Any methodologies used to ensure the accuracy of the data etc. 

Also include in here any policies to be followed for the GPS data
e.g. use GPX files and not Garmin proprietary formats.
